CIPD 7CO02 Assignment Help: People Management and Development Strategies for Performance Guide
Last updated: November 2026 · Reviewed by the HND Assignment Help tutoring team
Quick answer
CIPD 7CO02 tests whether you can think strategically and critically about people management. You show how people practices link to organisational strategy and performance, evaluate current developments in each major area of people work, assess the role, ethics and technology of the function, and compare practice across sectors and countries. Marks favour critical evaluation of evidence over description.

How to approach each section
LO1: Linking people practice to strategy and performance
AC 1.1 asks you to explain the major objectives of people management: staffing, performance, change management, administration, and compliance and ethics are a useful frame. AC 1.2 asks how organisations align people practices with strategy. Contrast vertical alignment (people strategy follows business strategy) with horizontal alignment (practices support each other), then evaluate best practice against best fit. AC 1.3 asks you to examine models of people practice management, including systems thinking. AC 1.4 asks you to critically evaluate research linking people practice with better outcomes.
| Model | Core idea | Use it to argue | Limit to state |
|---|---|---|---|
| Best practice (universal) | Some bundles work everywhere | Consistency, benchmark standard | Ignores context and cost |
| Best fit (contingency) | Practices match strategy | Alignment with competitive strategy | Static; strategies change |
| Resource-based view | People as rare, hard-to-copy assets | Investment in capability | Hard to measure |
| AMO | Performance = ability + motivation + opportunity | Why bundles matter | Simplifies employee agency |
LO2: Current developments across people work
AC 2.1 asks you to assess approaches to developing people strategy, for example top-down planned strategy versus emergent strategy. ACs 2.2 to 2.4 ask you to evaluate current developments in resourcing and performance management; learning and development and organisation design and development; and employment relations, engagement, and equality, diversity and inclusion. For each area, choose two or three developments (skills-based hiring, continuous performance conversations, learning in the flow of work, hybrid working, four-day week pilots, pay transparency) and evaluate evidence for and against.
Worked method example (not an answer)
A method for one "evaluate current developments" paragraph, using an invented case "Firm Z":
| Step | What to write | Invented example |
|---|---|---|
| 1. Name the development | One sentence definition | Firm Z replaced annual appraisals with monthly check-ins |
| 2. Evidence for | Research or data with a source | Firm Z pulse score for "I get useful feedback" rose from 54% to 71% |
| 3. Evidence against | Limits or critique | Manager time per report up by about 3 hours a quarter; ratings for pay decisions less clear |
| 4. Context | Where it works and where not | Suits knowledge work; harder with shift teams |
| 5. Judgement | Your reasoned position | Worthwhile if paired with manager training and a separate pay calibration step |
Use real research and your own case data in your submission.
Common mistake
Treating LO2 as a literature summary. At Level 7 every development needs a judgement: does the evidence support it, for whom, and at what cost? End each paragraph with your position.
LO3: The people function, ethics and technology
AC 3.1: examine ways people functions are structured, such as the Ulrich three-legged model, centres of expertise, shared services, outsourcing and generalist teams. AC 3.2: critically assess ethics and professionalism and the CIPD's role, including the Code of Professional Conduct and the Profession Map. AC 3.3: examine how technology changes the function (HR information systems, people analytics, AI in recruitment, self-service). AC 3.4: critically assess evaluation methods such as return on investment, balanced scorecard, HR metrics and the Kirkpatrick model.
For 3.4, avoid listing metrics. Compare two or three evaluation methods, say what each captures and misses (for example, ROI ignores long-term capability and is hard to isolate), and recommend a mix that suits the case organisation.
LO4: Different contexts
AC 4.1 asks about partnering with external customers and suppliers. AC 4.2 asks about challenges in different sectors (public, private, third sector). AC 4.3 asks how practice varies internationally; Hofstede's dimensions and varieties of capitalism are common lenses, but critique them. AC 4.4 asks you to show how you keep your knowledge current: CIPD research, journals, networks and CPD.

Frequently asked questions
What is CIPD 7CO02?
7CO02 People Management and Development Strategies for Performance is a core unit of the CIPD Level 7 Advanced Diploma in Strategic People Management. The current CIPD specification lists it at 15 credits, 30 guided learning hours and 150 hours total unit time.
How many learning outcomes are in 7CO02?
Four: how people practices connect to organisational strategy and performance (LO1), current strategic practice across people management and development (LO2), the role and influence of people professionals (LO3), and how practice varies across contexts (LO4). There are 15 assessment criteria in total.
What makes a 7CO02 answer Level 7 standard?
Critical evaluation. Compare competing models, judge the quality of research evidence, state limitations and reach a reasoned position. Description alone rarely meets Level 7 criteria such as 1.4, 3.2 and 3.4, which use the words critically evaluate or critically assess.
Which models are useful for 7CO02?
Common choices include best practice versus best fit, the resource-based view, the AMO model (ability, motivation, opportunity), the Harvard model, the Ulrich three-legged model of HR structure and systems thinking. Use those that fit your question.
What research links HR practice to performance?
Students often discuss high-performance work systems research, the black box debate (for example the Purcell people and performance work) and meta-analyses of HR and firm performance. Evaluate methods and limits, such as cross-sectional data and reverse causality.
How is 7CO02 usually assessed?
Assessment format is set by your centre, often a written report or set of questions linked to a case. Check your brief for the task, word count and any case organisation.
Can a tutor help with 7CO02?
Yes. A tutor can explain the criteria, suggest reading, coach you on critical writing and give feedback on drafts. Your submission must be your own work.
